Governor’s Office of Business and Economic Development Visits City of Stockton

Stockton, CA – Today, Lenny Mendonca, the Governor’s Chief Economic and Business Advisor and Director of the Governor’s Office of Business and Economic Development (GO-Biz), toured the City of Stockton to learn more about the work the City has done and to champion its proactive engagement in Opportunity Zones.

 “Opportunity Zones provide an excellent opportunity to revitalize low-income areas in California,” said the Governor’s Chief Economic and Business Advisor and Director of GO-Biz Lenny Mendonca. “As we lean into building a more sustainable, resilient, and inclusive economy, we must ensure that it is also an equitable one. Attracting investment in areas that for too long haven’t received their fair share will ensure a California for all.”

“We know that Opportunity Zones are a tool that will require community and capital coming together around shared goals,” said Stockton Mayor Michael Tubbs. “In Stockton, we are committed to directing them towards critical investments in clean energy infrastructure, housing, and entrepreneurship. Together, with the Governor’s Office and elected leaders, Stockton wants to help California get Opportunity Zones right.”

During the tour, three of the state’s advocates on Opportunity Zones – CalOZ, Accelerator for America, and the Milken Institute – announced a major new partnership to expand support for local and regional communities preparing for Opportunity Zone investment. As part of the partnership, CalOZ will host a new online California Opportunity Zone Resource Center at www.caloz.org, which will house materials intended to help local government, businesses, and community leaders better understand how the opportunity zone incentive can further their goals for economic and community development.

“The Accelerator is proud to partner with Mayor Tubbs, Lenny Mendonca, and other California partners as part of our national effort – across more than 35 American cities – to make sure Opportunity Zones create true opportunity for underserved communities,” said Rick Jacobs, CEO of Accelerator for America.

“The long-term success of opportunity zones will depend on how well we position local leaders and communities for success. Mayor Tubbs and the City of Stockton are already way ahead of the curve in assembling the vision, partners, and resources needed for a robust opportunity zone strategy,” said Kunal Merchant, President and Co-Founder of CalOZ. “We need to build on Mayor Tubbs’ leadership and ensure that other communities across the state are similarly positioned to generate new jobs, housing, infrastructure, and community development through the opportunity zone incentive.”

In addition to the Online Resource Center, CalOZ, the Accelerator, and Milken announced the launch of a series of regional community workshops to help local leaders across the state align around a shared vision, strategic plan, and deal pipeline for opportunity zone investments in their communities. Communities interested in hosting workshops should email CalOz at info@caloz.org.

California’s Department of Finance has identified 879 census tracts as Qualified Opportunity Zones, representing an estimated 4.2 million Californians, or 10 percent of the state population.

Governor’s Chief Economic and Business Advisor Releases Statement on April Employment Numbers

Sacramento, CA – Following the California Employment Development Department’s (EDD) release of the state’s employment data from April, the Governor’s Chief Economic and Business Advisor and Director of the Governor’s Office of Business and Economic Development, Lenny Mendonca issued the following statement.

 “California employers added 46,000 nonfarm payroll jobs and the unemployment rate remained at 4.3 percent – a continuation of the economic expansion. Southern California was the driving force behind our job growth, accounting for more than a third of the overall gain, with the Inland Empire providing the second largest gain. California’s inland communities are places of great opportunity and innovation. We hope to see more of this growth across the state, in line with our Regions Rise Together initiative. Going forward, we will be closely monitoring the effects on international trade and jobs impacted by increasing tariffs, paid by California consumers and businesses.”

Regions Rise Together: Governor’s Office of Business and Economic Development Shares New Initiative

Sacramento, CA – Today, the Governor’s Office of Business and Economic Development (GO-Biz) announced the Regions Rise Together initiative. The initiative will bring together diverse leaders in every region over the course of the next year so that an inclusive and comprehensive plan is developed that will lift every part of California.

Lenny Mendonca, the Governor’s Chief Economic and Business Advisor and Director of GO-Biz and Kate Gordon, Senior Advisor to the Governor on Climate and Director of the Governor’s Office of Planning and Research (OPR) will lead the initiative with support from the Senior Advisor on Economic Development and Transportation at OPR, Egon Terplan, and Senior Advisor on Strategy and External Affairs of GO-Biz, Aneesh Raman.

The Regions Rise Together initiative is launched in partnership with California Forward, an organization with a long history of leading conversations on sustainable regional economic development.

Governor’s Office of Business and Economic Development Celebrates Small Business Month Proclamation

Sacramento, CA – The Governor’s Office of Business and Economic Development (GO-Biz) celebrates Governor Newsom’s proclamation declaring May to be Small Business Month.

“Today, we celebrate the innovation and impact of California’s small business owners,” said the Governor’s Chief Economic and Business Advisor and Director of GO-Biz Lenny Mendonca. “They are the bold entrepreneurs of our state who take an idea and tirelessly work to craft that idea into a California Dream. These men and women are also the anchors in their community; making them vital in our effort to build sustainable, inclusive growth across the state.”

California, the fifth largest economy in the world, has more than 3.9 million small businesses operating in the state – over 40 percent of which are minority-owned. The 70,350 small firms that exported goods from California generated 43 percent of the state’s $152 billion in total exports. California leads the nation in new businesses started every year. To help California’s small businesses succeed in the marketplace, GO-Biz provides information and assistance including incentives and financing, consulting and training offerings, and emergency preparedness.

“Small business owners are the backbone of California’s economy,” said GO-Biz’s Director of the Office of the Small Business Advocate Isabel Guzman. “With their entrepreneurial mindset, they innovate to solve global issues, work tirelessly to reshape Main Streets, and create jobs to uplift local communities. GO-Biz Now Accepting Applications for the California Community Reinvestment Grants Program

Sacramento, CA – The Governor’s Office of Business and Economic Development (GO-Biz) announced that it is now accepting applications for the California Community Reinvestment Grants (CalCRG) program.  GO-Biz will award grants to local health departments and community-based nonprofit organizations to provide qualifying support services to communities harmed by the War on Drugs.  

“The War on Drugs ravaged communities across the state,” said the Governor’s Chief Economic and Business Advisor and Director of GO-Biz Lenny Mendonca. “The California Community Reinvestments Grants program is an important step towards reinvesting in these communities and beginning to address and repair the multi-generational impacts of the War on Drugs.”

Members of the CalCRG team are available to provide technical application assistance via phone at (916) 322-2683 or email at CalCRG@gobiz.ca.gov.  The deadline to submit applications is Thursday, May 16, 2019, at 11:59 p.m. (Pacific Time) and the online application website will automatically close once this deadline has passed.  The online application can be accessed via a link at www.business.ca.gov/CalCRG.

Governor’s Chief Economic and Business Advisor Releases Statement on March Employment Numbers

Sacramento, CA – Following the California Employment Development Department’s (EDD) release of the state’s employment data from March, the Governor’s Chief Economic and Business Advisor and Director of the Governor’s Office of Business and Economic Development Lenny Mendonca issued the following statement.

“California employers added 24,500 nonfarm payroll jobs in March, signaling a continuation of the economic expansion that began in March 2010. While California’s unemployment increased to 4.3 percent, it did so from a near historic low of 4.2 percent in February. The Bay Area continued to drive our growth, accounting for nearly two-thirds of the overall March gain. In order for our economy to deliver sustainable and inclusive growth across the state, we must continue our efforts – across the public and private sectors – to bring skills training and quality jobs to all communities in California, especially those in our heartland.”
