California Receives $500,000 to Boost Small Business Exports

The funding is part of the STEP program and will help increase export activities in foreign markets including China, Europe, Southeast Asia, and Mexico.

SACRAMENTO, September 21, 2017– California has received $500,000 from the U.S. Small Business Administration to increase export activities among small businesses. The funding, part of the State Trade Export Promotion program, will boost trade in foreign markets, – including China, Europe, Southeast Asia, and Mexico, – and encourage exports of information technologies, food and agricultural products, consumer goods and medical equipment.

“Small businesses can use these funds to identify international customers, market products globally, and make new business connections,” said Panorea Avdis, Director of the Governor’s Office of Business and Economic Development (GO-Biz). “These resources, when added to the GO-Biz support businesses already receive, empower companies to scale-up operations, create new jobs and grow their local economies.”

California is the one of the largest exporting states in the nation. The state exports more than $163 billion in products, about 11 percent of all U.S. exports. This international trade supports more than 706,000 California jobs. Top markets for California’s exports include Mexico, Canada and China.

“On average, more than 25 percent of California’s agricultural production is exported,” said California Department of Food and Agriculture (CDFA) Secretary Karen Ross. “This federal funding is a victory for farmers and ranchers, food manufacturers, and the rural communities where they operate.”

California Leads the Nation in Fastest Growing Companies, According to Inc.

670 California companies rank among Inc.’s 5000 List

Today, Inc. magazine released their 5000 fastest growing companies in America list with California holding the top spot for most companies on the list: 670. “First and foremost, California is home to dreamers with an idea and the passion to make it a reality,” said Jesse Torres, the California State Small Business Advocate. “Combine that entrepreneurial spirit with top-notch research institutions, a talented workforce, and a community of innovators, and you have the secret sauce for success.”

Eligible companies on the list for 2017 were required to meet each of the following qualifications:

  • Be privately-owned, based in the United States, independent (not a subsidiary or division of another company)
  • Have started earning revenue by March 31, 2013
  • Had revenue no less than $100,000 in 2013
  • Had revenue no less than $2,000,000 in 2016
  • Revenue in 2016 exceeds revenue in 2013

GO-Biz Awards Lean 6-Sigma Efficiency Certificates to 20 State Officials Across 16 State Departments

Program Helps Make State Government More User Friendly and Improve Business Climate

Sacramento, Calif. – Building on the Administration’s efforts to make state government more efficient, the Governor’s Office of Business and Economic Development (GO-Biz) awarded 20 state officials across 16 state departments certificates of completion for the Lean 6-Sigma Green Belt projects which helps state government agencies be more business friendly by streamlining their individual processes.

The GO-Biz Lean 6-Sigma program has long been used by the world’s corporate leaders including Toyota, Motorola and General Electric to increase efficiency. In order to receive a certificate, participants must complete a real-life six-month project that demonstrates vastly improved efficiency within his or her department. Moreover, each participant completes the program having gained complex analytical and statistical skills that can help identify waste and inefficiencies within their respective organizations beyond this one project. The resulting improvements have a direct positive impact on governments’ interaction with the public by improving the customer service experience for businesses. 

The graduation ceremony was hosted in the Governor’s Council Room and featured GO-Biz Director Panorea Avdis. “The Lean 6-Sigma Green Belt program has resulted in increased efficiencies across state government improving processes that better support our clients, the thousands of businesses across California,” said GO-Biz Director Panorea Avdis. “GO-Biz is proud to bring this private sector model program to state government agencies and looks forward to supporting future Green Belt candidates.”

Improved processes and efficiencies, included:

  • The Department of Business Oversight improved processing times for applications to amend financial services licenses from an average of 100 days to 1.9 days.
  • The Department of Motor Vehicles (DMV) improved the time it takes to deliver a personalized license plate from an average of 105 days to 62 days, and as the number of backlogged orders continues to reduce, the DMV projects that 95% of plate orders will be delivered within 35 days.
  • The California Department of Transportation (CalTrans) piloted improvements in CalTrans District 5 that reduced the time it takes to complete a traffic investigation report from 46.6 labor-hours per report to an average of 19.6 hours. 
  • The State Water Resources Control Board’s Environmental Lab Accreditation Program, which certified laboratories that test drinking water, improved average completion time from 171 days to 95% of laboratories being competed with 60 days. 
  • The Department of Toxic Substances Control improved the time it takes to assess penalties to hazardous waste generators from an average of 259 days to 10 days.

Since 2014, GO-Biz has partnered with the Government Operations Agency (GovOps) to offer Lean 6-Sigma Training to state agencies to specifically address process-based issues within state departments that were causing delays in services to both internal and external stakeholders.

GovOps Secretary Marybel Batjer stated, “At GovOps, these 20 projects will not only improve these specific processes, but bring new ways of thinking to departments. As a result, California state government will be better able to serve all Californians.” Secretary Batjer added, “The Lean 6-Sigma project continues to transform government.”

Two of this cohort’s Green Belt participants were from the Department of Motor Vehicles. “Lean 6-Sigma training has allowed us to streamline our business process which has resulted in improved efficiencies and improved customer service,” said Department of Motor Vehicles Director Jean Shiomoto. “We will continue to use Lean 6-Sigma to improve productivity and save time.”

GO-Biz Announces $2.9 Million Federal Award to Bolster Cybersecurity Resilience and Innovation

Funds will also support business commercialization and diversification efforts and worker re-training opportunities 

Sacramento, Calif. – The Governor’s Office of Business and Economic Development (GO-Biz) and the Governor’s Office of Planning and Research (OPR) announced today that California received a $2.9 million grant from the United States Department of Defense-Office of Economic Adjustment (OEA) to expand the capacity of California businesses and workers to leverage the multi-billion dollar cybersecurity supply chain in the state. GO-Biz and OPR, along with academic, government, and non-profit partners, will develop and implement 15 business and workforce development projects designed to help communities respond to changes in federal defense spending and augment regional defense diversification plans. 

Through the grant, GO-Biz, in partnership with a coalition of state agencies, community and educational institutions, will coordinate a variety of cybersecurity resilience activities. The project, called the California Advanced Supply Chain Analysis and Diversification Effort (CASCADE), will be a two year effort and activities will include: supply chain mapping, labor market and skills gap analysis, cybersecurity provider surveys, cyber physical security workshops and assessments, and other activities. CASCADE also provides funding for a variety of business and workforce development projects, including “innovation vouchers” for small businesses, as well as, assessments and entrepreneurial skills development efforts.  Collectively, these 15 projects will expand access to cybersecurity resources and assistance for small and mid-size businesses and workers. 

“The CASCADE program enables California companies and workers to tap into one of the fastest growing and diverse industry sectors in our state – cybersecurity,” said Panorea Avdis, GO-Biz Director.  “We will provide resources that will help them develop greater insight about procurement, entrepreneurship and labor opportunities in the sector. In addition, CASCADE will empower our defense industry business and people employed in the industry to enhance and diversify their skill sets and opportunities within cybersecurity.” 

The CASCADE effort will include more than a dozen government, academic, and community partners, including GO-Biz, OPR, Governor’s Office of Emergency Services, California Community Colleges Centers of Excellence for Labor Market Research, California Community Colleges Small Business Sector Navigator, California Manufacturing Technology Consulting, California State University San Bernardino Institute of Applied Research, California State University Inland Empire Center for Entrepreneurship, San Jose State University, San Diego East County Economic Development Council, Nehemiah Community Foundation, Santa Clara University, City College of San Francisco- San Francisco Bay Center of Excellence and Employment Training Panel.

North Hollywood High School Wins California Cyber Innovation Challenge Competition at Cal Poly

Sixteen Teams of High School Students Competed in Simulated Cybersecurity Challenges

Sacramento, Calif. – After two days of intense competition among 16 high school cybersecurity competition teams, North Hollywood High Team Togo won the second annual California Cyber Innovation Challenge.  More than 100 student competitors completed timed cybersecurity challenges designed to replicate the many different threats that cybersecurity professionals face, from attacks on critical infrastructure to attempted breaches of consumer data on connected devices.

Student competitors expressed interest in a wide variety of careers, from medicine to aerospace engineering to public service, while acknowledging that cybersecurity will play a key role in all of these fields. Informed by this new understanding of the wide variety of careers that require cybersecurity knowledge, student competitors are already looking ahead to the 2018 innovation challenge. Kai Schelly, a competitor on the North Hollywood Togo Team, said, “We have a responsibility as reigning champs to keep this going, because all these other  schools are  stepping up their game.”

The California Cyber Innovation Challenge is part of a statewide campaign to expand access to technology career pathways for students and empower businesses to support cybersecurity education and training. The Governor’s Office of Business and Economic Development (GO-Biz) and California Polytechnic State University lead this event, in conjunction with government, academic, and business leaders.                                                                                                                                                             

“GO-Biz congratulates North Hollywood High Team Togo and all the students who participated this year,” said Panorea Avdis, GO-Biz Director.  “But the real winner is the state of California, as we celebrate the next generation of cybersecurity innovators and entrepreneurs, who will protect everything from our personal health data to the deployment of autonomous vehicles.”

After regional qualifying competitions throughout the spring, 16 teams from the Bay Area, Central Coast, Central Valley, Inland Empire, Los Angeles, Orange County, Sacramento, and San Diego competed for the title of state champion.  The teams represented a diverse group of California communities and schools, and included a military academy, an entrepreneurship school, and two all-female teams.

The 16 teams participated in competitions designed to hone their understanding of the threats and opportunities associated with the “Internet of Things,” or any device that can connect to the Internet or to each other, on Saturday at the California Cyber Training Complex in San Luis Obispo. They presented their cases and received awards on Sunday on the Cal Poly campus.

A unique combination of challenges tested the students’ understanding of cyber security threats, including the Digital Forensics Challenge, in which they collected and analyzed a combination of digital and physical evidence to solve a modern-day cyber plot. The evidence was hidden in a car associated with the suspects. The students were also put in the position of newly hired IT professionals tasked with managing the network of a small company in the CyberPatriot challenge.

“The event was stimulating for the student competitors, who eagerly tackled the chance to test their investigative, critical thinking and teamwork skills in various challenges, assisted by Cal Poly faculty and student interns,” said Bill Britton, Cal Poly’s vice president for information technology and chief information officer. “We were pleased to be able to provide this positive opportunity for the students and look forward to hosting the California Cyber Innovation Challenge again next year.”

GO-Biz lead this event with the CyberCalifornia coalition, a collection of businesses, state agencies, and educational partners dedicated to reinforcing California’s leadership position in cybersecurity. The California Workforce Development Board provided the seed funding for this challenge and for the 2016 demonstration event, held at Sacramento City College. Other coalition leaders include the California Community Colleges Chancellor’s Office, the Governor’s Office of Emergency Services, the Department of Technology, the California Military Department, the Los Angeles Unified School District and Cal Poly.

GO-Biz Hosting Statewide High School Cybersecurity Competition at Cal Poly June 24-25

Sacramento, Calif. – As part of California’s continued leadership in cybersecurity and workforce development, the Governor’s Office of Business and Economic Development (GO-Biz) today announced the 2017 California Cyber Innovation Challenge in partnership with California Polytechnic State University on Saturday and Sunday, June 24 and 25. Sixteen teams of high school students will complete timed cybersecurity challenges designed to replicate the many different threats that cybersecurity professionals face, from attacks on critical infrastructure to attempted breaches of consumer data on connected devices.

The California Cyber Innovation Challenge expands access to technology career pathways for students, while empowering businesses to support cybersecurity education and training. “Our businesses need next generation cybersecurity leaders and entrepreneurs to protect everything from our personal health data to the development of autonomous vehicles,” said Panorea Avdis, Director of GO-Biz. “The Cyber Challenge demonstrates California’s commitment to lead the way to addressing the global cybersecurity skills gap.”  

The competition will feature 16 teams from the Bay Area, Central Coast, Central Valley, Inland Empire, Los Angeles, Orange County, Sacramento, and San Diego, including two all-female teams.

“My team and I are honored to be given this amazing opportunity to compete in the Cyber Innovation Challenge with an all-girl team,” said Leah Alvarez, a student competitor from Valley View High School in Riverside.  “I believe the experience will further contribute to my future career endeavors and insights.”
