Governor’s Office of Business and Economic Development Acting Director Releases Joint Statement with California Labor Secretary on July Employment Numbers

Following the California Employment Development Department’s (EDD) release of the state’s employment data from July, the Acting Director of the Governor’s Office of Business and Economic Development (GO-Biz), Chris Dombrowski issued the following joint statement with California’s Labor Secretary, Julie A. Su:

“The unemployment rate for July decreased slightly to 13.3 percent and 140,400 jobs were added to the economy. This is still 1 percentage point above the 12.3 percent peak from the Great Recession. As we slow the spread of COVID-19, in the midst of high heat alerts and fires, we continue to work with the federal government and ask Congress to allocate additional funds for unemployed workers and employers who have had to reduce or pause operations during this challenging time. A strong economic recovery is tied to keeping the social safety net funded so workers and small business owners can continue to make ends meet. A successful recovery also depends on Californians choosing to wear face masks, staying at home when possible, and following state and local guidance. Our actions save lives and help our economy recover more quickly.”

Calling All Californians: #ShopSafeShopLocal

Sacramento, CA – The Governor’s Task Force on Business and Jobs Recovery today announced a new campaign, Calling All Californians: #ShopSafeShopLocal, to encourage Californians to support small businesses in their communities as they make modifications to protect public health and help our state’s diverse neighborhoods thrive. Running through July, the campaign is a call to action to help all California small businesses operate safely amid the COVID-19 pandemic and grow their digital footprints.

As part of this campaign, the State of California has partnered with industry-leading companies, such as Nextdoor, Google, and UPS, and launched a website that connects California’s small business owners to critical tools and resources. These resources will help California’s entrepreneurs adapt to new consumer and market demands and create safer shopping experiences by improving those small businesses’ online presence.

The website includes links to:

  • Free consulting, in 31 different languages, from California’s network of small business centers
  • Resources and offers from our partners to help businesses operate safely and build a digital footprint
  • Latest state industry guidance and county variances
  • Personal protective equipment (PPE) through SafelyMakingCA.org, California’s new PPE marketplace
  • A free digital media toolkit for small businesses and partners

“Across multiple industries, COVID-19 has fundamentally changed day-to-day operations. Businesses have had to pivot, adopt new technology, open online, and change how they engage with their customers,” said Isabel Guzman, the Task Force’s Small Business Subcommittee co-chair and Director of the California Office of the Small Business Advocate which is spearheading this campaign for the Task Force. “Yet they persevere and embrace the new marketplace. It is up to us as Californians to support all of our diverse small businesses by shopping with their survival and everyone’s health in mind.”

“When local businesses thrive, communities thrive. It will take all of our collective actions to achieve a new balance of shopping safe and local to support these tenacious businesses,” said Sarah Friar, Small Business Subcommittee co-chair and CEO of Nextdoor, the neighborhood hub. “Together, let’s start a chain reaction of neighborly action to help California’s small businesses survive.”

“Small businesses are the cornerstone of our economy. At Google, we’re committed to helping small businesses in California and throughout the country get through this unprecedented time,” said Mary Ellen Coe, President of Global Customer Solutions at Google. “According to a recent report by the Connected Commerce Council, 70% of small businesses say digital tools have been useful to them during the COVID crisis, with 30% of them saying digital tools have been essential. We’re proud to support the Governor’s Task Force on Business and Jobs Recovery in this initiative to help even more small businesses adopt digital tools and connect with customers.”

“The pandemic has accelerated the growth of e-commerce to levels that were not expected for two or three more years. As consumers look for more products online, it is vital for small and medium businesses to strengthen their presence in this channel. From appearing on the first page of search engine results to providing a frictionless path to purchase and easy returns, local businesses can leverage the access to experts that this website will provide,” said Eduardo Lopez-Soriano, Marketing Vice President of UPS.

The COVID-19 pandemic and efforts to mitigate the spread of the virus have presented extraordinary challenges for California’s small businesses. Small businesses across the state have stepped up to protect their employees and customers with innovations that meet the moment, but thousands have shut down or paused operations and face the threat of permanent closures. According to the Stanford Institute for Economic Policy Research, the United States has experienced a 15% drop of active business owners between February and May. That decrease is nearly double for Black-owned and operated businesses at 26%. Latinx, Asian, and immigrant business owners have also seen declines greater than the national average.

During this month-long campaign, the collective actions of all Californians – workers, consumers, and business owners – to follow public health guidelines and shop safe and local can help all California’s small businesses survive and thrive.

California Builds the Future as Tax Credit Program Creates Nearly 6,000 New Jobs

Sacramento, CA – Today, the Governor’s Office of Business and Economic Development (GO-Biz) announced that the California Competes Tax Credit (CCTC) Committee approved $73,542,333 million in tax credits for 22 companies projected to create 5,938 new, full-time jobs in California which will bring $434,933,475 in new investments across the state. In response to Governor Newsom’s executive order authorizing public bodies to take necessary action to protect the public from the spread of Coronavirus (COVID-19), the CCTC Committee meeting was live-streamed and open to the public on Zoom.

“As California works to safely recover from the COVID-19 induced recession, this tax credit program continues to be a model for both accountability and transparency. What we see today is 22 companies not only choosing California, but choosing Californians,” said Chris Dombrowski, GO-Biz Acting Director, and Chair of the California Competes Tax Credit Committee. “We are innovators at heart and so is our economy and we will continue to invest in companies that look to build the future here in California.”

Of the more than $73 million tax credits awarded in this round, nearly $18.2 million will go to nine businesses adding high-quality manufacturing jobs to the state, a national leader in manufacturing. Early in the stay-at-home order, Governor Newsom deemed manufacturing to be an essential function of California’s economy.

Since 2014, GO-Biz has allocated $1,191,520,450 to 1,085 companies projected to create 117,509 new jobs and make $23,993,957,741 in new investments.

GO-Biz Acting Director and Committee Chair, Chris Dombrowski convened the committee, which includes Treasurer Fiona Ma, Director of the Department of Finance Keely Bosler, Senate Appointee Todd Walters, and Assembly appointee Madeleine Janis, in Sacramento.

The California Competes Tax Credit was created in 2013 to focus on helping businesses grow and stay in California. GO-Biz evaluates the most competitive applications based on the factors required by statute, including total jobs created, total investment, average wage, economic impact, strategic importance and more. In 2018, the program was extended for an additional five years with at least $180 million in tax credits available for allocation to business each year through 2023.

“After April’s adjustment we see that the unemployment rate for May slightly dropped to 16.3 percent as Californians start getting back into the workforce with 141,600 jobs being added. As we work to reopen our state economy, it’s crucial that we all do our part to ensure Californians can get back to work safely. Our economy is built upon the interconnectedness of diverse regional economies and of employers and employees, business owners and workers committed to one another’s well-being. Our individual actions impact the future of both our immediate and neighboring communities which is why wearing a face covering – as prescribed by Governor Newsom – is crucial to our economic recovery and preventing the spread of COVID-19.”

California’s core character is unchanged: we are innovators at heart and so are our economy and workforce. Employers, workers, and customers will all need to play a role in ensuring that we can put Californians back to work safely. We will continue to work together to safely reopen our economy, which requires that employers create a site-specific plan to ensure worker and public safety.”

Bridging Reopening: Digital Tools and Strategies, California’s Entrepreneurship Task Force Hosts Virtual Learning Session

Sacramento, CA – Today, the California Entrepreneurship Task Force (ETF), with the support of the Office of the Small Business Advocate (CalOSBA) at the Governor’s Office of Business and Economic Development (GO-Biz), hosted a rapid response session entitled, “Bridging Reopening: Digital Tools and Strategies.” The discussion featured leaders in the digital space sharing how small businesses can adapt to an online marketplace during COVID-19.

Earlier this week, Governor Newsom released updated industry guidance – including for retail, manufacturing and logistics – to begin reopening with modifications that reduce risk and establish a safer environment for workers and customers.

On April 27, Governor Newsom announced that he will be hosting a series of digital roundtables with leaders in the business community to discuss plans for reopening California’s economy. The roundtables are broken down by sector to allow discussion of the unique factors specific to each, including how to relaunch a business by pivoting online. This week’s roundtable featured speakers from the restaurant industry – including one of CalOSBA’s Small Business Development Center success stories, Nana’s Restaurants in the Imperial Valley – discussing what they are doing to put safety first and re-instill consumer confidence.

“In the spirit of the Governor’s digital roundtables, we know that California’s small businesses and entrepreneurs will come up with creative solutions to address the challenges created by this pandemic, and will be able to adapt to state guidelines in innovative ways,” said Isabel Guzman, Director of the CalOSBA and State Government Lead of the ETF. “We want to ensure they have access to every tool needed to meet this moment, including the resources provided by our small business center grantees across the state, which can help ‘webify’ California businesses. That’s why we are proud to host these webinars as we help to bolster the indomitable spirit of our small business owners and entrepreneurs.”
