Go-biz and CDFA announce $600,000 federal grant for California’s global trade expansion program

SACRAMENTO, September 13, 2019 – The Governor’s Office of Business and Economic Development (GO-Biz) and the California Department of Food and Agriculture (CDFA) today announced that California received a $600,000 grant from the U.S. Small Business Administration (SBA) to help California small businesses boost trade and exports abroad. CDFA and GO-Biz will use the funds as part of the California State Trade Expansion Program (STEP) to help California small businesses participate in activities like foreign trade shows and access foreign markets through trade promotion initiatives.

“We look forward to the continued support from the US Small Business Administration. State access to STEP funds have allowed us to create opportunities for small businesses to market their products globally, scale their operations, meet new international customers, and create jobs across our state,” said Bud Colligan, Senior Advisor for International Affairs and Trade at the Governor’s Office of Business and Economic Development (GO-Biz). “As the world’s 5th largest economy, California needs to make sure our small businesses are integrated into the global economy and the STEP program allows us to do just that.”

The SBA’s STEP program awarded grants to 41 states and territories to support activities to increase exports by US small businesses. STEP awards were created to advance key priorities identified in the 2010 President’s National Export Initiative (NEI), namely to expand the base of small businesses that become exporters, and to make the exporting process as easy as possible for small businesses. Since 2011, the STEP program has awarded approximately $157 million in grants to fund export opportunities and increase the footprint of small businesses in countries all over the world.

“International trade is a critical part of California’s economy,” said CDFA Secretary Karen Ross. “This award will help to fuel economic growth by allowing small businesses to expand export opportunities, compete in foreign markets, and support jobs here in California. As the nation’s largest agricultural producer and exporter, our farmers, ranchers and food processors benefit from open markets, export sales and a global consumer base.”

California has received STEP funding in previous years, and this is the third year CDFA and GO-Biz will jointly administer the program. In addition to the federal support, California and its partner agencies will provide $323,076 in matching funds, bringing the total program funds to $923,076. CDFA and GO-Biz will work with partners including the Los Angeles Area Chamber of Commerce, Los Rios Community College District, Specialty Equipment Market Association (SEMA), and the University Enterprises Corporation at California State University San Bernardino.

The funds to help small businesses participate in activities like foreign export trade show exhibitions, foreign trade missions tailored for the sales of products and/or services, foreign market sales trips, subscription services provided by the U.S. Department of Commerce, and the design of international marketing campaigns.

Governor’s Chief Economic and Business Advisor Releases Statement on June Employment Numbers

Sacramento, CA – Following the California Employment Development Department’s (EDD) release of the state’s employment data from June, the Governor’s Chief Economic and Business Advisor and Director of the Governor’s Office of Business and Economic Development, Lenny Mendonca issued the following statement.

“California’s economy continues to show strong signs of growth with the unemployment rate staying the same at a near record low of 4.2 percent, and employers adding 46,200 nonfarm payroll jobs, accounting for approximately 21 percent of the nation’s total gain. The length of our expansion is now at 112 months — one month shy of our record expansion in the 1960s. With the budget recently signed by the Governor, we are preparing for all future scenarios and continue to look at a broad set of data to determine the health of our economy for all Californians.”

Governor’s Office of Business and Economic Development Releases EV Charging Station Permitting Guide

Sacramento, CA – Today, the Governor’s Office of Business and Economic Development (GO-Biz) released its Electric Vehicle Charging Station Permitting Guidebook, a document designed to help businesses and communities work together to accelerate the expansion of California’s charging station network.

“Access to charging stations is fundamental to building a zero-emission vehicle system for all drivers,” said the Governor’s Chief Economic and Business Advisor and Director of GO-Biz Lenny Mendonca. “Success starts at the local level, and our team is eager to continue working with local stakeholders to accelerate market development.”

As a companion to the guidebook, GO-Biz released an Electric Vehicle Charging Station Permit Streamlining Map to track progress towards streamlining permitting processes throughout the state. The map is designed to shine a light on communities which have implemented best practices and help other communities come up to speed.

“We’re working hard to put more zero-emission vehicles on our streets and highways,” said California Air Resources Board Chair Mary D. Nichols. “But even when cities support electrification, their permitting process slows down the rollout of charging and the growth of the EV market. This guidebook will help local governments, communities, and stakeholders to rapidly deploy more charging and hydrogen stations throughout the state — and help California meet its climate and air quality goals.”

“The Energy Commission funds charging station projects throughout California and permitting is consistently reported as one of the biggest challenges,” said California Energy Commissioner Patty Monahan. “We are excited to continue partnering with GO-Biz as we work to streamline charging station development across the state.”

California’s target is to deploy 250,000 shared chargers, including 10,000 fast chargers and 200 hydrogen stations by 2025. Today, we have approximately 40,000 public and private shared chargers, including over 3,000 fast chargers, and 40 hydrogen stations.

More than $55M in approved tax credits brings nearly 7,000 new jobs to California

Sacramento, CA – Today, the Governor’s Office of Business and Economic Development (GO-Biz) announced that the California Competes Tax Credit (CCTC) committee approved $55,805,158 in tax credits for 20 companies projected to create 6,824 jobs and make $466,521,930 in new investments across California.  View the complete list of approved companies and award amounts.

“The California Competes Tax Credit continues to encourage companies from around the world to locate, expand and add good paying jobs in our state,” said Lenny Mendonca, Chief Economic Advisor to the Governor, GO-Biz Director, and Chair of the California Competes Tax Credit Committee. “Seeing so many jobs coming to our inland communities is truly invigorating. California’s inland communities are places of great opportunity and innovation. We hope to see more of this growth across the state, in line with our Regions Rise Together initiative as we all play our role in ensuring our economy is one that works for all Californians.”

Of the more than $55 million awarded in this round, over $14 million was allocated to businesses in the Central Valley and Inland Empire. Companies expanding into the inland regions of California are projected to create nearly 3,060 jobs in those regions. One of those businesses is FN Logistics, Inc., which handles the online order fulfillment warehouse and retail distribution for the top online fashion store, Fashion Nova. Through the tax credit, FN Logistics, Inc. will experience an employee net increase of 3,039 as the company expands into the Inland Empire.

GO-Biz Director and Committee Chair, Lenny Mendonca convened the committee, which includes Treasurer Fiona Ma, Director of the Department of Finance Keely Bosler, and Senate appointee Denise Zapata and Assembly appointee Madeleine Janis, in Sacramento.

The California Competes Tax Credit was created in 2013 to focus on helping businesses grow and stay in California.  In 2018 the program was extended for an additional five years with at least $180 million in tax credits available for allocation to business each year through 2023. Since 2014, GO-Biz has allocated $899 million to 1,009 companies projected to create 99,591 new jobs and make $19 billion in new investments.
